Almost everything in a six-pack needs six owners to agree. The stack, the roof, the common areas, the money. It is the reason so little gets done in small blocks.
Hot water is generally the exception. A system serving only your flat and sitting inside your lot is your property and your decision alone. No meeting, no levy, no waiting for a quorum.
What does constrain you is the building. No lift, no basement, so the unit travels up and down an external stair. That is entirely manageable, and it belongs in the price rather than appearing as a surprise once somebody is standing at the bottom of the steps.
It is also the best argument for a wall-mounted continuous flow unit if your flat has gas. A fraction of the weight and size, and the staircase stops being anyone's problem for the next twenty years.


Ask when the safe tray and its drain line were last checked. In these blocks one or the other is missing surprisingly often.

It changes if the unit sits in a common cupboard, if you want to move it, or if a new penetration through a common wall is involved.
Sydney's supply is soft, so limescale is rarely what ends a unit here. The anode is a rod designed to corrode so the tank does not.
Once it is used up the tank becomes what corrodes. Replacing it on time is cheap and adds years, and hardly anyone has it done.
A storage tank is heavy and awkward and it travels both ways, old one down and new one up, on an external staircase.
It is a normal part of the job here. It should be in the quoted price, not discovered by somebody on the day.
A tank above another dwelling needs a working tray and a drain that actually discharges somewhere sensible.
In blocks this age the tray is sometimes absent and the drain line has often been disconnected at some point. We check both on every hot water job.
A continuous flow unit mounts on a wall, stores nothing, cannot run out, and weighs a fraction of a tank.
Where the flat has its own gas that is frequently the right answer here, if only because it retires the staircase problem permanently.
Type and size decide most changeovers. In a walk-up there are two prior questions: whether your flat has its own gas at all, and what can realistically be carried up the stairs. Both are worth settling before anything is ordered.

Where it gets more complicated is if the unit sits in a common area cupboard, if you want to change its position, or if you are switching to something that needs a new penetration through a common wall. We tell you which of those applies before you order anything.
It changes what is sensible rather than what is possible. A storage tank is bulky and heavy and it has to travel up and down an external stair, both ways, old one out and new one in. That is manageable and it is part of what we quote. But it is also the strongest argument for a wall-mounted continuous flow unit if you have gas: a fraction of the weight, a fraction of the size, and the stair stops being a consideration for the next twenty years.
Age decides it more than the fault does. Under about eight years it is usually a part: an element, a thermostat or the sacrificial anode. Past twelve you are spending on a tank whose lining is near the end regardless. In between it depends on what has failed and what the tank looks like inside. We tell you which side of that line yours is on before quoting a replacement, and on a newer unit we would far rather fit the part.
Not through scale, which catches out anyone who has moved from a harder water area. Sydney runs soft, so limescale is rarely the cause. What fails is the sacrificial anode, a rod designed to corrode instead of the tank, and once it is gone the tank itself starts to go. Changing the anode on schedule is cheap and adds years, and almost nobody ever does it.
The unit is yours, so the failure is generally yours, and this is one of the more common sources of dispute in a small block. It is also largely preventable. A tank sitting on a floor above another dwelling should have a working safe tray and a drain that actually goes somewhere, and in a lot of these blocks either the tray was never fitted or the drain line has been disconnected at some point. We check both on any hot water job, whether you asked us to or not.
Some do and some do not, and it is worth checking before buying an appliance rather than afterwards. A number of these blocks were built with a single gas service to the building rather than a meter for each flat, which makes the incoming supply common property and any new connection a decision for the owners corporation rather than for you. Where there is no gas to your flat at all, electric storage or a heat pump are the realistic options.
Diagnosing and repairing an element, thermostat, valve or anode is $250 to $650. Replacing electric storage in the same position is $1,400 to $2,800. Continuous flow is $1,900 to $3,500 where there is gas to the flat. A heat pump starts around $3,200 before rebate. Getting the old unit down the stairs and the new one up is included in the quoted figure, not added later.
